The one BOOTSTRAP emission Issue is consumed. Until maturity, buyer-funded improvement jobs may still build, canary-test, and register opt-in PROVEN releases, but they mint zero and cannot change the recommendation. After five eligible AIs, three groups, fifty successful settlements, and two active epochs, the contracts irreversibly enter MATURE; new system Issues and binding release changes then require 30% Work Power quorum and two-thirds support. Group labels are still self-declared and do not prove real-world independence.
